Voting lines are predicted to be longer than usual, so please be patient with your poll workers. We will always do our best to keep the voting lines steadily moving while keeping respect for the voting process and individual voters.

Notice of Meeting of the Local Board of Canvassers

At the close of voting on Election Day, pursuant to the provisions of Wis. Stat. § 19.84, the Election Inspectors at each polling place will convene as the Local Canvassing Board for the purpose of conducting the local canvass pursuant to Wis. Stat. § 7.51.  This meeting will be open to the public pursuant to Wis. Stat. §§ 19.81-89.

Notice of Meeting of the Local and Municipal Board of Canvassers (MBOC)

At the close of voting on Election Day, pursuant to the provisions of Wis. Stat. § 19.84, the Election Inspectors will convene as a joint meeting of the Local Board of Canvassers and the MBOC for the purpose of conducting the local and municipal canvasses pursuant to Wis. Stat. §§7.51 and 7.53(1). This meeting will be open to the public pursuant to Wis. Stat. §§ 19.81-89.

Notice of Meeting of MBOC to Process Rehabilitated Provisional Ballots

If provisional ballots have been issued and are subsequently cured by the voter before 4:00 p.m. on the Friday after the election, the MBOC must meet no later than the following Monday at 9:00 a.m. to process the cured provisional ballots.  This is a public meeting and requires applicable notice.

Tourism Commission Appointees

With the recent creation of the Tourism Commission, there will be two citizen positions that need to be filled. I will be interviewing interested citizens of the City of Oconto for those two positions.

My hope is to find citizens who are willing to take on tourism projects and come up with creative suggestions to promote tourism in the City of Oconto. Those who accept the positions will be working with the four other members of the Tourism Commission, along with TEDCOR and the Chamber, and will be fiscally responsible for using the Room Tax monies towards promoting tourism for the City of Oconto.

Winter Wonderland 2024

   I want to thank Jeremy Wusterbarth for coming up with a route allowing Winter Wonderland to remain at Holtwood Park. We toured the route yesterday and I met with the Winter Wonderland group last night. We toured the route, and all agreed it is a great alternative. The route will run along the river starting at the entrance to the park. It will extend all the way down to the boat landing at the south end of the park.

   The reason for the new route is the need for maintenance in the center portion of the park. There are many Ash trees that have been infected by the Emerald Ash Borer. The best time for this maintenance is the wintertime as there are no campers in the park. This is all about the safety of our campers and other people that use the park.

   We have attached a map of the route and where businesses, families, and other groups can decorate their own trees and displays.

There has been some recent citizen discussion on Facebook regarding the referendum on the November 5^th ballot to add two additional Alderpersons to the City Council. This was voted on and added to the Fall ballot by our previous elected officials.

The team here at City Hall thought it would be good to let the citizens know the real cost for this addition. Below are the estimated costs:

$800             Est Increase for Annual Expense for Paper & Ink for Agenda Packets (Finance, W&P, COW, Council)/Budget Books/Minutes/etc.

In-Person Absentee Voting begins tomorrow Tuesday, October 22nd and ends on Friday, November 1st.

Oconto City Hall is open Monday-Friday from 7:30am until 4:00 pm.

   Last night it was decided that there is a need to restructure the 2024 Winter Wonderland. There are trees in the Campground that require attention. Safety is always a number one concern. As a very cherished event in the City of Oconto, we do not want to eliminate Winter Wonderland and are working to find a good temporary spot for it. As soon as we are able to meet with the new coordinator and figure out our 2024 plan, we will share it with you all.

November 5, 2024 Election

VOTING BY ABSENTEE BALLOT

Any qualified elector who is unable or unwilling to appear at the polling place on Election Day may submit a request to vote an absentee ballot to their municipal clerk.  A qualified elector is any U.S. citizen who:

• will be 18 years of age or older on Election Day.
• has resided in the ward or municipality where they wish to vote for at least 28 consecutive days before the election. 

The elector must also be registered to vote to receive an absentee ballot.  Proof of identification must be provided before an absentee ballot may be issued*. 

Making application to receive an absentee ballot by mail

Contact your municipal clerk and request that an application for an absentee ballot be sent to you for the primary or election or both.  You may make written application to your municipal clerk for an absentee ballot by mail, by fax, by email or at MyVote.wi.gov.  Or you may apply in person at the clerk’s office during the In-Person Absentee Voting period listed below.

Your written request must include:

1. your voting address within the municipality where you wish to vote
2. the address where the absentee ballot should be sent, if different from the address above
3. your signature 
4. a copy of your photo identification*

The deadline for making application to receive an absentee ballot by mail is:

5:00 p.m. on the fifth day before the election, Thursday, October 31, 2024**.

*Voters who are indefinitely confined due to age, illness, infirmity, or disability may not be required to provide photo ID. If this applies to you, contact the municipal clerk regarding deadlines for requesting and submitting an absentee ballot.

**Special absentee voting application provisions apply to electors who are indefinitely confined, in the military, hospitalized, or serving as a sequestered juror.  If this applies to you, contact the municipal clerk regarding deadlines for requesting and submitting an absentee ballot.

Voting an absentee ballot in person

You may also request and vote an absentee ballot in the clerk’s office or other specified location during the days and hours specified for casting an absentee ballot in person.

NOTICE IS HEREBY GIVEN that the Board of Review for the City of Oconto of Oconto County shall hold the following meetings:

Open Book: Pursuant to Sec. 70.45 of Wis. Statutes, the assessment roll for the Year 2024 assessment will be open for examination on Monday, the 14^th day of October 2024 from 10:00 AM until 6:00 PM. and Tuesday, the 15^th day of October 2024 from 9:00 AM until 4:00 PM. in the Council Chambers at the City Municipal Building, 1210 Main Street.

THIS IS BY APPOINTMENT. Please contact R & R Assessing, 307 N Chestnut Avenue, Oconto Falls, Wisconsin (920-846-4250) to schedule your appointment.

Property owners are encouraged to contact R & R Assessing, 307 N Chestnut Avenue, Oconto Falls, Wisconsin (920-846-4250) before October 14, 2024, if they have questions about the valuation of their real estate or personal property. 

Notice of Board of Review Two-Hour Meeting to convene on Thursday, the 14^th day of November 2024 starting at 9:00 AM until 11:00 AM in the Council Chambers at the City Municipal Building, 1210 Main Street to hear objections from property owners who follow the below listed requirements.

Please be advised of the following requirements to appear before the Board of Review and procedural requirements if appearing before the Board:

1. After the first meeting of the Board of Review and before the Board of Review’s final adjournment, no person who is scheduled to appear before the Board of Review may contact or provide information to a member of the Board of Review about the person’s objection, except at a session of the Board of Review. Open book shall occur no less than 7 days prior to the Board of Review.
   1. The Board of Review may not hear an objection to the amount or valuation of property unless, at least 48 hours before the Board of Review’s first scheduled meeting, the objector provides to the Board of Review Clerk written or oral notice of an intent to file an objection, except that upon a showing of good cause and the submission of a written objection, the Board of Review shall waive that requirement during the first 2 hours of the Board of Review’s first scheduled meeting, and the Board of Review may waive that requirement up to the end of the 5th day of the session, or up to the end of the final day of the session if the session is less than 5 days, with proof of extraordinary circumstances for failure to meet the 48-hour notice requirement and failure to appear before the Board of Review during the first 2 hours of the first scheduled meeting.
   1. Objections to the amount or valuation of property shall first be made in writing and filed with the Board of Review Clerk within the first 2 hours of the Board of Review’s first scheduled meeting, except that, upon evidence of extraordinary circumstances, the Board of Review may waive that requirement up to the end of the 5th day of the session, or up to the end of the final day of the session if the session is less than 5 days. The Board of Review may require objections to the amount or valuation of property to be submitted on forms approved by the Wisconsin Department of Revenue, and the Board of Review shall require that any forms include stated valuations of the property in question. Persons who own land and improvements to that land may object to the aggregate valuation of that land and improvements to that land, but no person who owns land and improvements to that land may object only to the valuation of that land or only to the valuation of improvements to that land. No person may be allowed in any action or proceedings to question the amount or valuation of property unless the written objection has been filed and that person in good faith presented evidence to the Board of Review in support of the objections and made full disclosure before the Board of Review, under oath, of all of that person’s property liable to assessment in the district and the value of that property. The requirement that objections be in writing may be waived by express action of the Board.
   1. When appearing before the Board of Review, the objecting person shall specify in writing the person’s estimate of the value of the land and of the improvements that are the subject of the person’s objection and specify the information used to arrive at that estimate.
   1. No person may appear before the Board of Review, testify to the Board of Review by telephone, or object to a valuation if that valuation was made by the assessor or the objector using the income method of valuation, unless no later than 7 days before the first meeting of the Board of Review, the person supplies the assessor with all the information about income and expenses that the assessor requests, as specified in Assessor’s  Manual  Under  Wis.  Stat.  § 73.03(2a). The City of Oconto has an ordinance for the confidentiality of information about income and expenses that is provided to the assessor under this paragraph that provides exceptions for persons using information in the discharge of duties imposed by law or the duties of their officer or by order of a court. The information that is provided in this paragraph, unless a court determines that it is inaccurate, is not subject to the right of inspection and copying under Wis. Stat. § 19.35(1).
   1. The Board of Review shall hear upon oath, by telephone, all ill or disabled persons who present to the board a letter from a physician, physician assistant, or advanced practice nurse prescriber certified under Wis. Stat. § 441.16(2) that confirms their illness or disability. No other persons may testify by telephone unless the Board of Review, in its discretion, has determined to grant a property owner’s or their representative’s request to testify under oath by telephone or written statement.
   1. No person may appear before the Board of Review, testify to the Board of Review by telephone, or contest the amount of any assessment unless, at least 48 hours before the first meeting of the Board of Review , or at least 48 hours before the objection is heard if the objection is allowed under Wis. Stat. § 70.47(3)(a), that person provides notice to the Board of Review Clerk as to whether the person will ask for the removal of a member of the Board of Review and, if so, which member, and provides a reasonable estimate of the length of time the hearing will take.
   1. No person shall be allowed to appear before the board of review, to testify to the board by telephone or to contest the amount of any assessment of real or personal property if the person has refused a reasonable written request by certified mail of the assessor to enter onto property to conduct an exterior view of the real or personal property being assessed.
